Honestly, the only reason we aren't allowing death-row and terminally ill people to do important jobs in space where it's likely they will die is because a) there's no guarantee they will be better at the job (or even moderately successful) and b) ethics, regulation, and professionalism.
I actually wish that if you had a terminal illness, you could apply to do incredibly risky jobs for financial security of your family, where the threat of death would otherwise necessitate millions of dollars of protection and equipment.
As for sending people to mars, if they aren't coming back, they're no more useful than a rover. The importance of a manned mission is that you can bring back samples. Our sensory equipment on the mars rovers are good enough that having human eyes doesn't really help.
